The Senate Appropriations Subcommittee on Education and Higher Education met this morning (see the WRAL video here) and confirmed a couple of things that we thought we knew:
1) The process for Senate consideration of the budget bill will take a while; the subcommittee will probably finish up in two weeks and then the Senate will likely take up the budget in full Appropriations and on the floor after Memorial Day.
2) Subcommittees will have no power. They won’t actually make amendments or act like a real legislative committee. All they’ll do is discuss things and “flag” issues for “the big chairs” – i.e. the people with the real authority.
In light of this second point, we’ll be trying to reform our language here on Legislative Watch and other locations in the Policy Watch empire to make it better reflect the reality on Jones Street. From now on, all Appropriations subcommittees will be referred to as ”Appropriations focus groups.”
